Foreign nationals living in Turkey on a residence permit are required by Law No. 6458 to present a health insurance policy valid in Turkey when they apply, and the policy must cover the full period of residence requested. Those working under a work permit and covered by the Social Security Institution may be exempt. In an emergency, anyone may attend the nearest emergency department whether insured or not. For a planned operation, however, whether the policy covers that procedure, any waiting period and the network hospital list should be confirmed in writing with the insurer before you attend.
About this article. No fee, premium or policy price is given below and no insurance product is recommended. This is general information about how access to healthcare works. For residence permit matters the Directorate General of Migration Management is the competent authority, and for cover it is the company that issued your policy.
There is a substantial foreign community living in and around Mersin on residence permits. For them, access to healthcare works differently than it does for a patient arriving as a tourist. This article sets out the framework for residents and long stayers.
Residence Permits and the Insurance Requirement
Under Law No. 6458 on Foreigners and International Protection, presenting a health insurance policy valid in Turkey is a requirement of a residence permit application. Two points matter in practice:
- The policy must cover the full period of residence requested. A one year permit requires a one year policy.
- The policy must be valid within Turkey; travel insurance issued in your own country is in most cases not accepted.
Foreign nationals working under a work permit and covered by the Social Security Institution, together with certain groups of students, may be exempt. Find out which category applies to you from the Migration Management authority; this is a matter of immigration law, not of medicine.
The conditions for joining the general health insurance scheme have changed over time. For the current position you should apply directly to the Social Security Institution.
What Happens in an Emergency?
This is separate and worth knowing: in an emergency anyone may attend the nearest emergency department, insured or not. Emergency care is provided independently of insurance status.
Emergency presentations relevant to general surgery include severe and persistent abdominal pain, a rigid abdomen, a strangulated hernia, vomiting together with the cessation of wind and stool, and high fever. In these situations go to the nearest facility regardless of distance, preference of doctor or insurance formalities; the subject is covered further in the article on appendicitis.
Confirming Cover for a Planned Operation
The real difficulty arises with planned operations. Some policies taken out for residence purposes are narrow in scope and may be limited to basic outpatient care. When surgery becomes relevant, the following should be confirmed in writing:
- Is the planned procedure covered by the policy?
- Is there a waiting period, and has it elapsed?
- Does the declaration of pre-existing conditions affect this case?
- Is the institution you plan to attend on the policy's network list?
- Are admission, surgery, anaesthesia and pathology assessed separately?
- Is pre-authorisation required before surgery, and when will it be obtained?
Verbal information is not enough. The detail of coverage and payment is set out in the article on insurance and coverage.
Language and Communication
No point should be left unclear at the consultation. If you do not speak Turkish, it is advisable to bring someone you trust or to use the institution's interpreting support. It matters particularly that you understand the consent form before signing it; do not sign a document you do not understand.
Writing down your complaint, your past conditions and your medications in advance largely prevents the gaps that a language difference creates.
Keep Your Medical Records
What most often goes missing in patients who move between countries is the medical history. Keep the following in an organised file:
- Discharge summaries and operation notes.
- Pathology results.
- Imaging records; the records themselves, not the reports.
- An up to date list of your medicines.
- The make and model of any mesh, stent or implant fitted.
- Your allergies.
Keeping a digital copy of this file with you is valuable both in an emergency and when you consult a doctor in another country.

Yes. Will I be seen in the emergency department without insurance?
In an emergency anyone may attend the nearest emergency department, insured or not; emergency care is provided independently of insurance status. No time should be lost with presentations such as severe abdominal pain, a rigid abdomen, a strangulated hernia or high fever.
Will my residence insurance cover my operation?
That depends on the policy. Some policies taken out for residence purposes are narrow in scope and may not include surgery. Confirm in writing with your insurer whether the planned procedure is covered, whether a waiting period applies and which institutions are on the network list.
I do not speak Turkish. How does the consultation work?
It is advisable to bring someone you trust or to use the institution's interpreting support. Preparing your complaint, conditions and medications in writing beforehand helps. Make sure you understand the consent form before signing; do not sign a document you do not understand.
Which medical documents should I keep?
Discharge summaries and operation notes, pathology results, the imaging records themselves, an up to date medication list, the make and model of any mesh or implant fitted, and your allergies. Keeping a digital copy with you is recommended.
Who do I ask about residence permit matters?
Residence permits and immigration procedures fall to the Directorate General of Migration Management; a doctor is not the competent source on this. For questions of insurance cover you should approach the company that issued your policy.
The documents to send, the question of translation, what remote assessment can and cannot do, and why promises made from photographs deserve caution.
